Not usually. However, if the father is challenging paternity and is eligible for waiver of fees or court-appointed legal aide, the state may then pay for it. You have to file an affidavit of indingency with the court, make a motion, and have the judge specifically order the fees waived. Not unless it has to do with states evidence, etc. Otherwise it is up to the individual to incur costs. For instance proof of paternity.
